Purpose of the World Handicap System
The World Handicap System includes the Rules of Handicapping and the Course Rating System. Its purpose is to enhance the enjoyment of the game of golf and to give as many golfers as possible the opportunity to:

It is crystal clear from the above that the WHS Handicap Index and course/slope rating are complementary to each other.
In order to use this system, the Association must be authorised by the USGA and R&A to use the system. With respect to India the Indian Golf Union, as the recognised National federation for golf; is Soley responsible for rating of golf courses and to issue the relevant Handicap Index for all golfers. Any Handicap Indexes/ Handicap issued by any other body is not considered legal.
Course rating is a complex procedure, wherein a course is rated based on the “expected” performance of a scratch golfer. The course rating is based on the measured length and the “effective playing length” corrections, and 10 obstacle factors to the extent that they effect the scoring ability of a “scratch player”.
The Course rating system also provides procedures for determining a “Bogey rating” based on the performance of a bogey player, a typical male golfer with a Handicap Index of 20 and a women golfer with a Handicap Index of 24.
USGA and R&A rolled out this seminar in 2018 in Singapore when the WHS was introduced and I had the opportunity to attend the seminar. In short, it was a remarkable experience and widens one’s scope of understanding of the WHS and it purpose and nuances; with “Integrity” being the core principle.
This seminar is being rolled out in India for the first time, after the successful completion of TARS in April 2025; with the same high-powered faculty from USGA and R&A.
It is a given that the golf clubs and golfers alike will be enriched after the seminar and let me add that it is “must not be missed” seminar.
